Edmonton is taking bold steps toward revitalizing its downtown core, with two major developments aligning to support long-term growth and vibrancy.
The proposed extension of the Downtown Community Revitalization Levy (CRL) through 2044, following provincial approval, marks a pivotal opportunity to maintain critical investment in the heart of our city. Updated provincial guidelines clarify the scope of eligible investments, including support for certain non-City assets like the Francis Winspear Centre expansion. A Public Hearing is set for June 26, and NAIOP Edmonton will be presenting in strong support. The City has released the official public hearing agenda and key materials for the upcoming expansion. This is a crucial opportunity for the public and industry stakeholders to learn more, advocate, and influence a generational decision for downtown Edmonton. Complementing this financial tool is the recent unanimous endorsement of the Downtown Action Plan (DAP) by City Council. The DAP mirrors the priorities outlined in the Downtown Investment Plan, a strategic framework developed by NAIOP Edmonton in partnership with regional and industry leaders. The plan, part of the City’s $553 million downtown strategy, represents a major leap forward in reimagining our urban core. However, if the CRL extension is not approved, $440 million of the $550 million Downtown Action Plan would require alternative funding sources, including tapping into the City’s operating budget.
